With his team limited to just 16 plays in the first two quarters, quarterback Bart Starr makes the most of his opportunities by completing all four of his first-half passes for 156 yards and two touchdowns. His 91-yarder to Boyd Dowler gives Green Bay a 14-7 lead it never loses.
